DelightJews are just shit at making games, don't release a big name character for a limited time several months before the real release, then don't do any content for him. It does put work in against Servants, granted. On todays Edmond quest against Fergus, I was able to get it to about 140-150k on him, but he was also the third chained NP, with level 9 Saber Mystic Code Buster buff, and double Charisma from both Saber and his own buff, so I feel like Orion could have managed that too, since she has a male damage increase buff.
