Astolfos 3rd skill makes no sense.
He gets a buff which lets him generates a couple of stars each turn, but has nothing ready for the turn he activates it.
Unless you are building stars the entire time, which is impossible with Astolfo since he generates no stars his third skill is pretty much only useful 2 out of the 3 turns, and you even need to get some levels there so it becomes useful.
His first skill is bad at lower levels, you need to invest into it as well.

Unless you had generated skills beforehand, the crit weight weight and crit damage part is useless.
The 2 turns after they become a little bit useful, but 10 stars are by no means enough if you should get 2 cards or more of Astolfo next turn.
You actually lose more by using Astolfo than you gain.

Why did the grail pick Ryuunosuke to be the last member of the 4th war? Why didn't any mage take advantage of it? (Kerry could have gotten Maiya to summon a caster, similar to how Tokiomi and Kirei summoned Assassin/Archer while working together)

It's crit RATE, not crit WEIGHT. He generates more stars from his attacks.
And you could always team him up with MHX or Hassan or someone else with a crit star skill. Or use the Saber outfit.
