The point is Lily has been considered a separate character for years with the authors of the franchise having their own personal ideas on her, she just hasn't been in anything.
This is her first appearance in something with plot since UC but it's not the first time she's been considered to have her own story.

If the backstory wasn't in a fate work then its not relevant in the slightest. Just like how we don't know EMIYAS origin route but Nasu has given some hints. She is garbage if you have Okita or Jack. If you have neither and you want a quick team she can be your low tier star generator.
Her damage is pretty garbage against anything without the saberface trait, and since saberfaces are females the damage is not even higher than Jack's NP. Okita deals way more damage than both while generating slightly less stars than MHX.
