though the arcanes are really hit or miss for value/usefulness
TLOR can be done in under 20 minutes with a moderately experienced group of 4. decent way to get detonite injectors if you need them, too. and brakk/ash if you're a newshitter
plus if you happen to do them before you grind your daily focus there's always the chance at affinity boosters
TJV is absolutely pointless to run right now though
it takes longer, requires way more organization so not really pug friendly

however, energy vampire's damage is calculated when you use the skill, and will be split over the four pulses, meaning that if well of life runs out during energy vampire, EV will still be doing damage based on the enemy's boosted hp for the rest of the skill.
in short: use well of life on an enemy, and then use energy vampire on it right as well of life is about to run out.
it's not fast, and it's not efficient, but it is highly damaging.

that's 190 damage
add another elemental mod, and that's 280 damage
however, if you chose to add a bane instead, it'd be 190 x 1.55 = 294.5

let's say you want as much toxin as possible (this is never the case, even against corpus from what I understand based on TTKs and procs and multipliers, but just for this example) and you have to choose between your example of a single 90 toxin mod and either another 60 toxin mod or a 1.55 multiplier... you're now looking at choosing between 150 toxin damage and 139.5 toxin damage, even though that 139.5 comes with a bunch of extra IPS, right? if that desired toxin damage is multiplicatively stronger than IPS against whatever you're shooting at, doesn't that extra raw elemental beat the higher total damage number?
I think this is not an intuitive or linear sort of relationship, so I'm trying to wrap my head around modding as a whole from the ground up

It depends on the faction. If you're throwing in a random elemental mod that the faction resists, you'll be doing less overall damage. Switching that out with a bane and you get yourself something that outputs 30%+ more damage vs that ENTIRE faction.
A lot of people build their weapons for the void or use rainbow builds. Bane builds don't help them because they're not building for faction specific builds in the first place. They're also the type to bring build that enemies resist in sorties.

no, you're not looking at 139.5 toxin in such a case because you're forgetting to add the base damage in
if you added base damage it'd be 250 total damage with 2 toxin mods vs 190 x 1.55 = 294.5
and generally no, you won't get enough toxin damage for the damage modifier to make up for it... in fact, i think it'd be - let's say 1 90% toxin mod which gains a 75% bonus to damage - it'd be 100 base damage + 90 x 1.75 = 257.5, then multiply the result by 1.55 = 399.125
whereas if you had the 2 toxin mods it'd be 100 + 150 x 1.75 = 362.5
