Yes, it's revealed that Mai's father did care for his child to an extent and the real reason he sent her away under a fake name was that she could have the opportunity to live a life free of the burdens of being the head of a duodecim family. That doesn't make him a good father though; the way he handed it was extremely traumatic to Mai. And he did send an assassin after her, reasoning that if she did not have the strength to defeat the assassin that she would end up living like a regular NOL soldier and dying miserable death and that therefore it would have been better for Mai to have died right then.
I watched every Makoto match in CF on the internet but I've only seen the new move used a few times. Many people had trouble following it up with a combo and other people avoided it by jumping or reacting. I guess it's not that good.

In general pick whoever you like because you'll figure it out, but the beginner charaters everyone always recommends are Ragna, Jin, Noel, and Celica because they're all straightforward. I think Bullet and Lambda are also quite nice because their combos aren't too hard and you can learn them quickly.
I've only briefly played CT with a keyboard, but Jin seemed by far the easiest of anyone to use.
