Yea, in terms of pure power levels while they alive she is as strong as Arthur and probably stronger than Lancelot. But a servant's power comes from the power the had while they were alive AND the strength of their legends. Mordred may have been as strong physically as Arthur and Lancelot and Gawain, but all of their legends way surpass hers she is one of the least famous round table knights. Also unlike Lancelot and Arthur she doesn't have a particular famous weapon.
