Toriel is kinda hard for me to form an opinion on because she calls Asgore out on EXACTLY WHAT SHE'S DOING- namely, sin through inaction. Asgore's sin is waiting for kids to come to him rather than finding another solution. Hers is letting him do that when she could easily stop him. She's at least as strong as he is, and he wouldn't fight her back.
I still consider her "good" alignment wise, because she means well, but she's massively incompetent and hypocritical.

Toriel is a sad and damaged woman who tries to care for humans who land in the ruins instead of outright murdering them. When it comes down to it, she cannot bring herself to be a jailer of them if they continue proving to her how much they want to leave, and lets them go on their way peacefully. She's pretty bad at what she tries to do, but at least she tries, and get this: Doesn't try to murder children.
She has no way of knowing that Asgore would listen to her when she showed up - need I remind you that the populace wholeheartedly accepted his ruling to kill all humans? She was as disgusted and betrayed by them as she was by him, and it's little surprise he became a stranger to her given that I really doubt she knew she'd married a potential child-murderer.
Toriel's faults lie in her not cleaning up Asgore's mess as best as she could. Asgore's faults lie in making the mess himself and doing absolutely nothing about it, even when he knows more than anyone how terrible it is.
