Someone who cared enough about a consistent plot for this thing could rationalize that. This said, since the game is still just a nukige, they won't care, people will play this thing for faps, very few will care about the argument, and those few in the end won't care in dig it too much because it just fall apart.

9 tails kyasko is a fragment of amaterasu, the sun god in japanese lore, and tamamo no mae was born from one of the original two "gods" of MGQ, so they're effectively both fragments of higher gods that are extremely powerful.
caster in extra would get her fucking shit slapped by MGQ tamamo no mae though, she's honestly pretty shitty as a servant without her full power, and she literally can't BE a servant with her full power because she isn't classified as a Hero, she's reclassified as a god, and can't be summoned.

Kurama's also an aspect of a primordial god, but with the caveat that his seal makes him stronger and lets him go out for walks whenever, so that's not really a fair fight for loli tamamo or servant caster.
Plus at one point in the series he has twenty seven tails that just end up fusing into this horrible writhing cape of flesh and that is way more tails than is appropriate for mythology.
