That's kind of the point of the medals, since they're the primary collectable gimmick. You get the Medals for more sounds in the toy watch, rewards in-game, and here in America they have functionality with a mobile app. The medals are the real draw because they're the cheapest to produce and the easiest to sell.
At least, they were in Japan where gashapon machines are a viable way to sell cheap stuff to kids. Though maybe the blind bag craze over in America will help to sell these things.
