Killing them one by one wasn't going to make the next one come any sooner, and given how long it's been since Toriel left, it's entirely possible that they could have lived their lives out peacefully and died of old age, instead of staining his hands with kiddy-blood.
Could have led to some sweet, funny stuff too, like the monsters sticking puzzles in the kids 'cells', with them having to solve them to escape. Asgore gets worried if they escape for too long without telling him, but asks whether they enjoyed the puzzles at least. Over a cup of tea, of course.
He could even customize it for them, that spaceship-shooting game for Yellow, something cooking/food related for green, etc.

Sans mentioning that he talks to flowey in Grillby's was a way to foreshadow the true pacifist ending, it was Flowey's idea to get Papyrus to get Undyne to send the letter to Alphys and Flowey made Papyrus call you after the dump to make you go to Alphys' lab. (he says 'howdy' something he's never done in the game before that point)
He manipulated everything so that the 'true' end would happen and he would absorb everyone's souls.

In order for "strength of attack is based on killing intent" to take effect, there must be a direct connection from the attacker to the target, either directly (punch, kick, etc.) or via a weapon (sword, axe, etc.). Monsters are thus immune to any thrown or projectile weapons, unless they're magical attacks. Arrows, javelins, guns, maybe even bombs would do no or little damage.
