But it's only "Official" in the sense that they needed to give an answer. One of the artists made a concept art that literally can't happen if they did die, but he just made it because he liked the idea. They can technically retcon it if it suits them, and all they would have to do is explain what they were doing during MMZ4.
....which, admittedly, is a huge fucking issue.

They would probably probably abandon that aspect all together and go back to a 2D gameplay perspective. That would instantly fix a lot of the problems with the game. (and keep the 3d aspect for Ride Boarski's stage like the did with Avalanche Yeti's and redesign it to be less of a clusterfuck that you have to travel super slowly through.)
Alternatively they could rework the 3D parts in intermittently as a gimmick in a way that works, instead of making the entire stages 3D.

Hell, just give me 32/64 bit Axl. Take 2D to the limit, and it would STILL be cheaper than 3D.
That said, Axl's gameplay is innately flawed when paired with a controller. You would need something like twinstick controls WITH jumping to make his guns work. Gunvolt had the right idea for making a constant stream of damage work on this genre.
As for ways to make 3D work....they just lack polish. Animations don't feel weighty, and it's obvious that they were much more limited by time constraints when you look at all the danger rooms where you're required to kill all the enemies.
Ah, I know a way to make navigators actually useful: X, THE WEAKPOINT IS THE UNDERBELLY, SHOOT THAT. it would really make things easier.

Both Light and Wily appear to be in good shape: Wily has an island, Light has a lab. Wily still steals robots, but Tengu and Astro are experimental designs and Aqua managed a government facility. Clown was a pity case. Wily originals this game are entirely combat oriented, with only Search being a possible innovation. The overdrive module might be experimental.

That would be like asking why they introduced a gold Mario in the first place. More or less it's an exclusive that's supposed to represent "this is a valuable franchise to us". I thoroughly love the idea of Commander Yammark running a local delivery service.
Metal Shark Player became Gate's assistant though most of his creations and associates sadly started avoiding Gate.
Blizzard Wolfgang became a hunter teamed up with Chill Penguin to keep him socialized and prevent him from getting bored.
Infinity Majinion runs the entire bounty database to gather up to date data on criminals though he himself no longer desires anything to do with fighting.
Shield Sheldon became a bounty hunter himself, after being inspired by X that he could do good for others.
Blaze Heatnix tried to be a bounty hunter but his sponsor couldn't keep him in line. He got kicked out and ended up with a bounty on his head.
Rainy Turtloid went back to his old job. He desires nothing to do with Gate as so like many of his creations, he is estranged from his father along with Commander Yammark, Blizzard Wolfgang, Blaze Heatnix, Shield Sheldon and to an extent Infinity Majinion.
No idea what happened to Ground Scaravich. He disappeared after that. Rumors say he died while going back treasure hunting. Others say he found the lost city of Atlantis and never returned.

Boomer Kuwanger (International Bounty for stealing super weapon plans. He was on a hunting team with Gravity Beetle. Gravity Beetle felt responsible for his brother and attempted to stop him, nearly getting himself killed)

Cyber Peacock (Most Wanted for cyber-terrorism)
Dark Mantis (International bounty for stolen super weapons. Surrendered peacefully for reduced sentence.)
Dynamo (Most Wanted for terrorism)
Earthrock Trilobyte (Regional for transporting stolen goods)
Flame Mammoth (started out as a county level bounty for aiding criminal activity. Turned into a regional bounty. He was captured by Chill Penguin)

Ride Boarski (long list of county tier crimes from smuggling to murder. Ride Boarski was an easy cash well on wheels because he ran an entire gang and there was rewards for capturing the gang members too.)

I also specified in my bounty hunting guild world building, what "dead or alive" would qualify as.
Alive means that for a bounty to be considered alive, if they are incapacitated, it must be possible to make them conscious again without extensive repairs. There are incentives in place to make sure that this happens. The less damaged a bounty is when it is delivered, the hunter(s) that brought it in get to keep a bigger chunk of the bounty. The exception is if a bounty is requested dead. This usually happens to Most Wanted bounties.

That's cause Vile has a lot of similarities to Vegeta. Zero would be piccolo but in this scenario (you'll find a link to it in this thread), X was the one taking piccolo's place because Zero needed a new body to defeat Omega (Buu). Ciel's ancestor would be Krillen.
