Gun Nut isn't as necessary as people make it out to be - as long as you're looking gear around your level you can find most of the mods you're looking for on loot, even if it takes a while.
Making lockpicking and hacking have a perk point helps from running into the Skyrim problem where the entire Lockpicking tree was fucking useless because people just amassed lockpicks and attritioned their way through hard locks.

I think the problem is that the armour itself is based on the riot suits used by the Los Angeles police before the war. Sure you could probably do something similarly for other locations, but it's a pretty region-specific outfit.

Courier canonically survives a headshot at point-blank, a feat I believe only shared canonically by Joshua Graham, and furthermore owns Big MT (a scientific facility on-par with the Institute in terms of technology, possibly the best in the world) and walked the Divide along with Ulysses. Alright /fog/, I finally got a crack at trying all of FO4's endings for each faction. What came to my attention was the prominent topic of discussion, the quest The Nuclear Option.
ending spoilers:The Nuclear Option is the quest that starts whenever you decide to give the network scan holotape that you used in the institute to one of the 3 factions topside OR go with the institute's quests and get to the last one.
The quest involves finding the Mass Fusion plant that the institute uses and plant a pulse charge to detonate it for the faction you chose (this is the quest that will determine which ending you get) OR to detonate a nuke on the surface for the Institute so they can start on renewing the surface with less difficulty. This is where the shoot son nuke commonwealth thing spawns from, you can threaten or kill Father for the password to the console regarding the plants controls. Also if you go and fuck up the institute, when you're leaving you get your own Shaun (TM) kid. Nuking bostom has Father dying and passing onto you his position and the kid for you to raise.
All the surface factions end up destroying the Institute at some point, plus their topside enemy. So BoS rekts Railroad and vice-versa, the Minutemen are neutral in the whole affair.

To be fair, regardless of the 'merits' of the Institute at any point in the past, it's pretty obvious they'd fucked themselves over morally the minute they sent an assassin to destroy the Commonwealth's attempt at establishing a secure state. Then they don't know what it's like on the surface anymore, and however good their technology it doesn't seem to be helping anyone or anything. At least House had some pretense of providing a level of peace and prosperity, but the Institute is just a hollow shell with some fancy lasers.

Anyway, it was sort of like in Skyrim. Modding in controls and stuff weren't settings that you changed from the CK. Maybe it might limit a few gameplay modders (though I doubt F4SE will be stopped by anything), but the ones who will be limited are the shitty ones in the first place.
