It's simple. Wherever you see height differences on the ground, it's better to put a Floor - Small object(s) down in order to make these differences disappear. Who thought this was a good idea? Yes, a pimped-out settlement with shops and whatnot could earn you quite a lot money. As for resources, even building an Industrial Water Pump could yield you a lot of Fresh Water that can be used as free healing item or can be sold for merchants (if I'm not mistaken it's possible to earn roughly 250 caps a day from it). Same goes for the plants you can grow there, not to mention you can make Adhesive from them which is valuable for crafting.

The NCR currency was doing just fine until their gold reserves got fucked up. People in the Mojave use caps out of tradition, but originally they were West Coast money because they were backed by the Hub's water reserves. They were also chosen because they're scarce, not common, and most of the machines for printing them were destroyed in the war.
Legion money is presumably the only currency accepted in Legion lands. The Mojave isn't Legion land, though.
On the East Coast there's no explanation for the use of bottle caps as currency. Everyone just does it and your character just magically understands it because Bethesda Fallout is bad fanfiction.
