To be honest with you, I think this buff isn't actually all that great for ADCs.
It's a damage buff that affected pretty much every AD champ in the game and did nothing to give ADCs options vs a fed Diana or anything like that. You still just get 100-0d.
Half the new ADC reworks are just bad, too. Take Graves - wait til that damage gets nerfed, which it will, and then try and tell me he's still going to be useful in the adc role. He pretty much has to be melee to do anything.
