level 9: live surpasses PBE at 232 bonus AD
level 11: live surpasses PBE at 386 bonus AD

You do a little less damage at very early damage due to better total AD scalings, but with the flat damage and AD ratio increasing per level, by the time you have ult the ratio gap is smaller and the base damage is large enough that, assuming reasonable AD items for the level (maybe a BFS and a longsword/dorans blade), you'll likely be doing more damage. A couple more levels and the base damage makes it so that you'd need unrealistic amounts of AD to surpass the new values. as your approach level 18, it becomes impossible to have enough AD, and at 18 your passive has the same AD ratio as on live, plus 100 extra flat damage.
tl;dr level 1 and 2 nerfed, likely a wash pre-6, but much better lategame and probably at least a little better once you start roaming.

Because chances are you're asking for a gank means you're doing poorly. It's a jungler's job to get his lanes ahead, not help someone who is struggling.
Even if we were to get you kills the fact you're having enough trouble that you need to beg for ganks is an indication you won't be able to maintain your lead. I would rather you freeze the lane at your tower and ping that you're ready for a gank than begging for one because it shows initiative and strategic planning.
There are other factors that go into whether or not i will gank your lane, but it has more to do with matchups. For instance, if you're laning against Azir chances are i'm not going to gank for you because it will be a waste of my time due to him having so much disengage ability.

Q has too many variable to do a simple analysis of (level, rank, items, and enemy health).
5 more damage per rank (so 25 more at max) and an extra .1-.3 AD ratio. At max rank, it looks like about a pretty large damage increase; 33% increase in AD ratio and 25% increase in base damage. No reason to hold it back now that it's not an execute, and it'll probably deal more damage above 60% health.
Dat utility, though. I'm thinking it'll be nice for her old anti-assasin dueling; if a melee dives on you, and you E off and Q them (or Q and E off, whatever), they'll have a hard time continuing their burst. Zed especially, as long as your E doesn't place you on top of his shadow, he's probably lost all of his ult damage. Probably good for helping your jungler gank, as well; land your Q and they can't see him coming. Either they have to back off like a bitch ever time you land a Q just in case, or every jungler can essentially have two seconds of stealth.
