Toriel's got the whole empty nest thing going on, Papyrus is lonely, egotistical and projects his worries onto others, Sans doesn't really give a crap about anything since he knows it might all get reset, Alphys is Alphys and Asgore could stop killing kids at any time but refuses to because he's too much of a weakling to say he was wrong or to go full hog.
All Undyne does is to be tough and a good friend who only tried killing you once because Asgore made monster culture hostile to humans and she figured killing you would free everyone she loves.

Chances are some of them would try every so often, for the rest of your life, but after a year or two most would give up on fighting you because you're such a good pal. You'd only have to worry about teenage monsters for the most part. Rebelling against society, maaaaaaaaan, which is protecting the one thing standing between everyone and freedom.
I think it was a genius move on Toby's part, how the easy monsters in Snowdin's forest were actually all just kids the whole time. It allows the increase in danger and shit as you encroach upon adults, as opposed to just fighting rats and then later demigods.
