Honestly, the game that comes to mind for me is Ace Combat Zero. The way you played changed cut scenes, dialogue, and let you see certain enemies.

It really does seem to be the case that most of the audio that was cut, was done so because it would have pointed the player towards Saving Chloe.
Really, the only thing to support saving the town is Max personally saving a few people., and the one line Chloe says right before you make the choice.

It doesn't. If anything, Max herself writes that a choice between a loved one vs society is stupid (The reference to Star Trek).
Then there's Max's own words, numerous times through out the game, where she says she is going to save Chloe.
Both choices are valid and the only reason the Sacrificing Arcadia Bay ending wasn't as long was because they ran out of money (That's the one flaw with the game that can actually be attributed to budget issues and not just crap writing)

She has literally already been through the shoreline strip helping stupid people such as Evan. She drove right into town and watched other people walking under their own strength. She has complete knowledge of the likelihood of their ability to evacuate the town, especially since nearly 4 hours had already passed since the storm first appeared and when she did all of that.
And toss all of that aside. It doesn't matter who you are or how utilitarian you want people to think you are. 99.9% of people put in this situation would not sacrifice a loved one for a bunch of strangers. It's a selfish human nature to do so.

Even the pirate thing, we had something similar, "The Order of the Adventurers" that's how we called it, if I so recall. We used to make poorly drawn maps and search for treasures for hours on end, good times. But someday her parents got divorced, and suddenly she moved away...
I lost all contact with her, and for a long time I lived in solitude. Eventually I made new friends and moved on, got a band going on and later traveled through Central America (idk maybe i got imprinted with the idea of adventures?).
A few years ago while going through some travel agencies I recognized an uncle of hers, and when I talked to him he was hella surprised (yeah Chloe reference here), and told me she had committed suicide 2 years ago.
On that moment, a strange thing happened, I didn`t feel sad or angry or anything, I guess it was some sort of denial, how could I feel something for someone I had forgotten, or at least I thought I did, for the last decade or so. So I didn't insisted on asking further about her and the suicide, a choice that later I would deeply regret.
So this tiny almost invisible spot started slowly growing inside me, each question like "Why did she kill herself?" and each memory I recalled, increasing its size.
Yeah, I got depressed, still went to parties and traveled though, but this thing, it would be always on the back of my head.
So you won't know the feel of great joy of having a childhood experience like this, and neither the excruciating pain of losing it.
Well, I felt both of them.
That's why this game made me cry like a little bitch.
That's how I ended up here.
But that's also the reason I did traveled to intriguing places, met great people and did crazy things.

Max doesn't know what will happen if she lets Chloe die. For all she knows nothing will change. So little was explained and that's why both choices are bad. Because they're extremes and Max would have found a way, or at least tried, to save both Chloe and Arcadia Bay by trying to intervene in the bathroom.
But regardless. Let's say that Max knew 100% what the outcomes of the choices would be, she's still not wrong for picking one over the other.

I mean, Max does leave for three years in it, And then comes back with a tattoo, piercings, etc. So there's no doubt she's changed, but she goes from being shy to doing some incredibly crazy things at the flip of a switch. Maybe she's just realized you don't get second chances at things so live it up.
