You'll transfer your games from PS3. Any PS3 will work as long as it's not banned (or is unbanned) from PSN. Physicals will work if a) you have that game in your whitelist and b) your firmware is the same or newer than that game requires.

Yes, this is exactly what it's for. You basically unlock every game to run on PSTV (not that it makes all of them completable, e.g.Uncharted requires Vita-exclusive inputs).

There are some, but you should aim for older than 3.52 firmwares because of Rejuvenate, ideally for the original 3.20 to have full sound in PS1 games and Package Installer.

No, you can set it up without any flashcart.
If you're gonna be playing DS games it clears the system setting exploit, but you can put it back in by just using the browser exploit again. Or using a DS flashcart I guess.
Sort this by firmware version and find a game in your region that you can use to update if you're paranoid.

You will have to reinstall the same version of Rebug as you currently have from USB drive and your new HDD will be empty/formatted clean.
If you don't care about savegame data, you can FTP your stuff from PS3 over to PC and then back to new HDD. Save data will be disowned.
If you do care about savedata, make full HDD backup using "Backup and restore" utility in XMB and restore that backup onto a new HDD.
You can also force the use of not-owned-anymore save in Rebug options, but you'll be stuck with that option for those saves from then on.

Looking at automatic system update reports by yellows8's bot, it seems the eShop spoofing block resides in the eShop needing the newer version of mint. So, wouldn't updating mint alone in emunand get eShop access? This is particularly for New 3DS users, since they can't go past 9.5. Browserhax was definitely blocked starting at 9.9.
As for your firmware, you're definitely not in a friendly area. Most support is at 4.x or 9.0-9.2 so being on one of those is preferred.
They each have certain dis/advantages over the other but a key one to consider is 9.0-9.2 allow auto booting into custom firmware while versions below it do not. 4.x allows using the DS profile exploit while newer versions require downgrading the system settings to do the same thing.
Research and think for yourself.

You'd lose a few entry points on 10.3. If you already have Ironhax or Cubic Ninja then updating would give you more native features as well as Kickass homebrew though.

For my EU N3DS I was able to download 0004001000020900 v19465 for tiger (eShop), and also 000400DB20016102 v448 for N3DS NVer.
About to try installing these .CIAs to my N3DS 9.5 emunand now, I already made a backup just-in-case.

You have to install the new Tiger over the old one which is located in the NAND rather than the SD card. BBM does this automatically, but you have to it manually in FBI, if that's the one you used.
