For better or worse, this may be one of the cases where Dontnod's poor track record at keeping small details like this consistent comes to help them out. They've messed up so many things in the past (is Blackwell a final-year only school or not; various birth dates are different in different locations; important licence plates are all over the game despite being used in a puzzle for specific cars; various characters are said to have been born in Arcardia Bay despite this not making sense; the Everyday Heroes contest dates were incorrect despite being an important plot point; and so on), that I'd be willing to accept that they just fucked up the time on the phone or texts.
Can we construct a much more detailed timeline of the storm's progression based on the timing of other texts Max gets at the gallery? It's unclear exactly how quickly things got bad. Seems like folks like Joyce, Warren, Frank (dependent), etc, were near/around the Two Whales for breakfast, then took shelter when the tornado full on struck (based on Warren's text). I guess if shit is getting flung around all this time, it'd be hard for them to want to try to escape ... but there are still a shitload of people just milling about outside regardless. I guess we'd be led to believe that the storm kinda whipped itself up pretty quickly ... then just hung out at sea for a few hours, causing a ton of damage at the outskirts, before finally "deciding" to make it's final move into the town?

Thing is, people use those timestamps to say people had enough time to seek shelter. But then, when cars where already sent flying about three hours before the storm even reached the shore, what would that mean for the chances of survival once it does? More even, when we are in town we see it threw entire trains around before hitting land. And it also means it was already next to impossible for many to seek shelter at that point, let alone have any form of organized evacuation.
If anything, the whole scale of the tornado is a massive fuckup by dontnod. The amount of damage we see in the ending is nowhere near what it should have been judging from everything we learn. I just think they never meant for people to seriously argue about the amount of damage and casualties this thing would have ~reasonably~ lead to. The idea of "sacrifizing" is clearly meant that we have to be willing to have even every single one die. The devs said themselves that the idea behind that ending is not to look back or regret, which translates to Max essentially giving a fuck who died and who didn't and why.

Yeah, the dev did confirm that the Bluejay is not supposed to be Rachel Amber. I can't remember the exact words (there may be some leeway about these animals "BEING" Rachel, or "REPRESENTING" Rachel, but eh).
The thing is, he was pretty sly about a LOT of this sort of stuff. He pulled an awful lot of "I refuse to confirm or deny" for all sorts of questions about fan theories, what things are supposed to represent, etc. One particular moment was when talking to the homeless woman behind the diner in Ep2 - his co-streamer asked about the theory that she was an elderly version of Max, and he just kinda slyly smiled and said that he wasn't going to comment. He was more-or-less the same about the spirit animals, and despite confirming that the cairns are related to the Tobanga, he was similarly sly about it's meaning.
BUT, in other places, he flat out explains what things are directly supposed to mean without any issue. What's the meaning behind the nightmare sequence? "It's all in Max's subconcious, it's a representation of her fears, blah, blah". There were a few parts here and there where he openly gave the answer to questions that the game had left open (eg. Rachel Amber's letter in the junkyard was taking about Jefferson, not Frank).
So ... why? The nightmare sequence itself seems to be THE sequence that they'd deliberately want US to interpret ourselves, but he just happily announced what it was supposed to mean. But then he refuses to talk about what some of the other, more mysterious elements of the game mean - the elements people were constantly asking him about?
I still doubt this is stuff that has no meaning. I still feel like the writers have at least some vague idea of what these elements all mean, and what role they have to play. But why is it still off limits when so much other stuff isn't?

Well, I can understand them not wanting to answer things quite yet. The game has only just finished, there is likely still a reasonable number of people who will still jump into the game in the next few months (especially with Christmas/holidays coming up). No sense throwing everything out there when there are probably a fair number of sales still to grab.
But on the other hand, I still think it's weird how selective he was. BIIIIIG open-for-interpretation parts of the game were explained like they were nothing; while numerous seemingly-minor items got a wink and a "I neither confirm nor deny". Why?
I hope they drop some bomb on us in a few months, explaining some deeper overarching meaning of everything based on a whole bunch of stuff we've overlooked. But the more time that passes, the less likely this scenario seems to be.

What Max did at that moment in time when she saved the girl in the bathroom was the right thing to do and without the knowledge of the future, she would always do it again. Also, Chloe never asks you to kill her, she explicitly states that it's Max's choice and she knows Max will do the right thing, whatever she chooses.

It's a balancing act between giving people some pointers as otherwise the main story doesn't really makes sense to many and just lacks depth so many people thought it had - and not taking people's theories and headcanons officially away because not only would that upset a lot of people that invested time and effort into coming up with those but it would also negatively affect future sale potential. As it stands people will still talk about a bunch of stuff in the game, so leaving a whole lot as open is likely deliberate. And of course a lot of the stuff in the game never had any thorough thought behind it to begin with and was put in there for fun and to get people thinking without having to do so themselves. Take the homeless lady. She was just a cheap drop-in to help establish the eerie atmosphere and strengthen the "evil Prescotts" theme. I don't think they ever even wasted a single thought about her being more than that, but of course they are more than happy that other people do. Same with the "multiple universes" thing. That's a hot fad in modern science and sci-fi alike and just the hint of it seems to give the game interpretational depth when really it makes no difference to the story whatsoever.
Usually the writer leaves enough in there to connect dots with and have at least a reasonably clear picture that only relies on a few key assumptions. Here a lot of dots were simply never meant to be connected and some of the underlying mysteries just discarded completely. The Rachel thing is the only one that's more or less satisfyingly established between the lines, but then that guy goes and says the dream is merely Max's subconscious ramblings and thereby puts a considerable kink in that theory...
The nightmare is just a large part of the final episode that had a lot of people really confused, so he kind of felt compelled to comment on it I guess. Did he really leave no room for interpretation there?

It always blows my mind how so many bayfags seem to suffer from genuine autism that they absolutely cannot understand what would go through Chloe's mind in that situation and that they take her words 100% at face value. Obviously she wants to do the brave and selfless thing and sacrifice herself for the good of others, but she also desperately wants Max to choose her over everyone else.
That's what the whole abandonment issue thing throughout all episodes was leading up to. Chloe's constant fear of always losing the ones she loves the most and Max reassuring her that she's not like those others and that she will never leave her. Choosing Bay over Chloe means you break your promise once and for all and do the ultimate act of selfishness, to travel back to the past to let your best friend die and free yourself from all responsibility of the consequences of YOUR actions.

But that's the thing - he explained away a whole bunch of different fan theories/head canons without care. Who was Jefferson on the phone to in Ep2? Nobody. Who was Rachel Amber's letter in the junkyard about? Jefferson. What was the deal with Samuel having a bunch of Rachel's stuff? She was just friendly with him and shared some of her pics (??). All of these have been points of a lot of community discussion and fan theorising ... but he just blew them out of the water. And I'll fall back to the nightmare scene as well - lots of different community interpretations ... "nope, it's just X".
Why was he so selective in what was worth debunking or not? Why act so sly over some things, but totally uninterested in others? This is the point I don't get. And I'm not sure whether to interpret it as "these points had some legitimacy or added importance", or "they just added these elements willy nilly and he didn't want to admit they didn't really mean anything". Or something.

The main competing theories were "it's Max's subconscious", and "it's created by Rachel Amber to mess with Max for some reason". Both had a lot of compelling arguments in favour of them, and neither were totally mutually exclusive. And while both are interesting, the Rachel Amber interpretation implies a lot more behind-the-scenes. Instead, nope, it's just Max's subconscious, she was just having a bit of an episode. Doh.
I think explaining this part is especially silly, because the more they keep Rachel Amber's potential role in all the supernatural stuff ambiguous, the more there is for us to try to piece things together and keep the mystery afloat. But more and more they just seem to knock it down. If they want to keep the "mysterious" parts of the game "mysterious" by not explaining it all, why jump around debunking various parts of the mysteries ... especially the, arguably, more interesting parts?

Jefferson's call has nothing to do with any mystery - it would have to do with the dark room to be relevant for the story. But it can't be relevant for the dark room because he wasn't talking to Nathan and nobody else is involved, or so the story wants us to believe. Being ambiguous here would just make it obvious he is talking out of his ass.
Same with Rachel's letter. It doesn't give the story more depth or add anything to the time travel/magic mysteries, it's pretty obvious by the end who she was involved with and how, so he just didn't think he was giving anything away there. Samuel still is kind of weird even if Rachel was just friendly with him. We don't know why he'd even keep it in his shed and what he has to say about Rachel is still just as weird.
You do have a point though, it's strange he would act as reluctant to give more banal stuff away as if there's something to be learned there while just throwing other stuff out there. If he really just said "the nightmare is Max's subconscious speaking", i. e. left no room for the idea that Rachel is inducing it, calling upon her subconscious, inhabiting it, etc. - then that would go against his general attitude of keeping things vague. But at that point I would just call BS honestly. You yourself pointed out how "Rachel" the nightmare is. The freaking doe guides us through it. So yeah, will have to listen to what he said exactly.
