There's always going to be Servants that are garbage for their rarity, that's just how this sort of game works.
That said, I don't think Jeanne's skills are particularly BAD, it's just that two are defensive and the third doesn't help her. Which is kind of the point of the character, she's a SAINT. She's SELFLESS. But Revelation (and, really, all of the stars-every-turn skills) could use a buff to make them worth using now that Quick cards got such a buff.

Gil and Drake are better crit machines. Really wishing she had evade for a 3rd skill since she's supposed to be all about speed. Maybe they can even make Crossing Arcadia give her evade because of its description. Despite that, I'm glad I got her over Gil and that I stuck with her long enough for Quick cards to get buffed.
