Think of it this way. Champs that do have multiple dashes 'can' get out of shit positioning, sure. But it's more options in outplay scenarios.
Take that same multi-dash champ and put a good player behind the keyboard, and suddenly that shit positioning disappears. What remains is a champ that can get multiple skill rotations off because their 2 dashes keep the opponent(s) out of arms reach long enough for that to happen.
I think the real problem is that most champs with blinks/dashes are assassins and can delete someone with one rotation (if that), so anyone can pick them up and use their burst to get kills and their blinks to get out of positioning errors.
Which is a shame, because high mobility is fun.

I'll concede that she doesn't have that many outplay options, but I don't think she's a noob champ. Just that her spells and their effects are straight forward in themselves. But the same can be said (and is said) about the rest of the champs in this game.
