It's not that Tahm counters something, it's that he can halt all aggression on his carry and make it completely irrelevant. He can save people that shouldn't be saved, just like Thresh's lantern, but he also takes a fucking huge amount of damage and can soak more with his shield. Plus he can deal a lot of damage with his ult passive. He's really fucking strong and the fact that he's ban tier among pros but Thresh is not speaks volumes.
At no point did I ever consider Thresh as strong as Tahm Kench is.

if you mean getting more farm, then stay in lane more and farm your jungle whenever you're pushed. good players will ward the enemy jungle and farm it when they want to push hard. a tank who gets ahead in lane shouldn't be in lane though -- don't expect or aim for monsterous 300+cs games on a tank, you're better off in teamfights.

Personally I find tresh an annoying POS champ since release, Tahm is... Well he isn't a playmaker. You won't be CCing as much, you won't be moving fast, etc, etc. His role is to be a "raidboss" who will be a pain in the ass due to his high HP values and decent DPS. He's all about countering his own team's bad plays and positioning, while Tresh is all about punishing enemy for the smallest mistake.
Their kits are remarkably similiar however, with passives that gives them DMG, CC via skillshots and CC via low range skills, yada yada. Tresh has AoE tho, while Kench has two health bars.

However, since you AA a lot, you might want to concider 9 points in offense, to make your AA's hurt more (Double Edged Sword, CDR for more "saving the 'tards" and AD), dump rest into defense as you see fit.
You want to get that upgrade for your supp item, boots, sightstone, finish Face of the Mountain, and then make Deadman's Plate, the mobility will help you a lot. if your team needs peel, then make Frozen mallet, HP, AD and the slow are all stats that are way more godly on you than theregen from Warmogs.
If you need someone who can survive getting blasted by something like a Veigar, Warmogs. And if you need to shut down ADCs or the like, Randuins.
If behind, more HP and resistances, if ahead, finish off with a Titanic Hydra.
Depending on how much of a brain your ADC has, you max Q or W. W if he is an idiot getting hooked by shit, Q if he isn't so you can whittle down the enemy lane. Use the ult to move around the map faster, it isn't really good for much else, unless you think you can "deep strike" the enemy team in a bad position.
AS marks, HP per lvl yelllows, MR or CDR blues. MS quints are my runes of choice, but your mileage may vary.
