Chara is a little kid for whatever reason decided humanity was shit and pissed up a mountain to go die. Then they fell in a hole and got adopted by goat family and later created his plan to get through the barrier. So he kills himself and then asriel ruins everything cause he is a bitch. Jump ahead to when frisk falls in, when that happens charas lingering spirit somehow attaches itself to frisk. From there you can do a genocide run during which chara finds new purpose as a demon of power and victory and eventually gains enough power to bring himself back through your murderous rampage

I feel like their design is influenced from the Mimigas in Cave Story, even though those are more like mutant bunny rabbits. There are some sepia-toned pictures in some of the cutscenes that look just like the intro scene for Undertale.
