Your build really depends on what you wanna be. Dex is very useful on Archer for the crits, especially when you get an Iron Bow at level 40. I personally just keep Str at 30, Spr at 20, and rest on Dex.

C2 Archer into C3 Ranger so far. Clvl 130 and grinding is visibly slower than other players at my level.
Around 110 Str, 100 Dex, 20 Con and 15 Spr without item bonuses. No rerolls yet, no particular aim for ratios either, just casual point distribution for now.
Multi Shot 10, Barrage 15, Spiral Arrow 5, Steady Aim 1. The rest of the skills are shit for low SPR builds, you can spend points at random. Neither High Anchoring nor Bounce Shot makes a considerable difference. For attributes, first max the passive "two-handed bow" vs flying targets, then Multi Shot, Barrage and Steady Aim in whatever sequence. Steady Aim is much cheaper though.
By the way, Spiral Arrow and Bounce Shot are nullified if the first hit is blocked, so I only have two reliable skills and one minor buff at level 130. Spiral Arrow, despite looking like a no delay Multi Shot, is actually one hit with weird animation, it either crits fully or not at all.

The entire damage formula consists of tacking flat attack from equipment and STR/INT onto skill damage instead of scaling via %, resulting in the amount of effective damage you get from stats and gear to be a complete joke. 300 INT will get you little more than a few hundred damage added onto a Wizard's spells, with the difference between weapons being even smaller outside of the meme dagger exception, which simply adds a large flat amount of damage that you would receive from the petty increase of your weapon's attack or STR/INT.
Then again, judging by the fact that they tied the fucking market to the shout server and chose to use Amazon AWS servers with automated channeling for a game designed around highly contested zones means they most likely have no fucking idea what they're doing. This isn't even as big a coding problem as it is a common sense problem.
