when you're trading offensively, you're telling your opponent "1v1 me faget", if he doesn't return fire he's not confident he can win a proper fight, if he does, he thinks he'll win
whether you win or lose a fight with your lane opponent depends on many things, obviously champion matchups, to specific levels, to cooldowns, to items, to minion aggro, to summoners, to actual execution of the fight, and that's just the basic ones
since there's a fuckton of factors involved even without adding junglers or globals into the mix, the easiest way to get a handle on trading in lane is to JUST DO IT
go ham in every matchup, all the time, you'll discover when the time isn't right (you dying like a scrub) and when it is (your opponent dying like a bitch), every time you die you need to figure out WHY, most of the time it's as simple as "well vladmir can't actually win a level 2 fight against riven without his tower", and voila! you've learned yet another fact about trading in lane
repeat forever, you'll never figure out every matchup and situation, eventually you'll have a rough idea of what MIGHT work and you'll use your logical thinking instead of your past experiences to trade in unfamiliar situations
