The smartest thing Microsoft can do is to come out with a brand new, truly next gen XBox in 2 or 3 years. They do this, and the next gen is 100% theirs.
Traditional console cycles used to last 5 or 6 years. Only gen 7 was a weird anomoly that went on far too long. If Microsoft say at E3 that they're not gonna buttfuck their current customer base it will save them some face. They can try to be the 'good guys' this E3, especially with that Phil Spencer meme. Then in mid-2018 they can come out with a truly next gen console and they'll fucking own that gen. It's just most likely going to be under utilized like with the New 3DS since Sony doesn't want to alienate the millions of people who bought a PS4 for the 100'000 people who buy a Neo.
Sony is also going to have to really crackdown on developers to enforce these policies. As they are now it is possible for a developer to release a game that works on both consoles but runs like ass on the original and might as well be a neo exclusive (see Hyrule Warriors)

Oh yeah, Bloodborne would definitely be better on PS4k, it's just console players are going to realize what PC players have known for years, that you can't just unlock the framerate to every game with no consequences. Better hardware won't necessarily mean PS4 games will be at 60fps, that's up to the individual game devs.

They've stated that developers are not allowed to segregate online communities with "PS4 users" and "NEO users" but what if a game has a more stable framerate on the NEO? The main problem is that consoles are optimized differently than PCs. Console games are very close to the hardware, which is how console hardware runs slightly better than the aftermarket equivalents. PC games have to run on a million hardware configurations, so they use API's like DirectX and OpenGL and Nvidia/AMD drivers to ensure stable performance. And even then it doesn't always work out smootly. If there are different settings and hardware tiers and consoles, then suddenly consoles lose their optimization advantage and will run into similar problems that PC games have.
