I started with New Vegas and loved the shit out of it. Then 3 and tried so many times but it sucks. Never played any others.

Honestly, Fallout isn't very well-suited to that sort of thing. You're better off playing it for yourself.
You can get 1, 2, and Tactics bundled together for $20 on Steam, or you could get the GOTY versions of 3 and New Vegas at the same price (individually). 4 will probably go down in price to about the same level in a few years.
Not to mention, there's always a Steam sale on Bethesda and iD games during Quakecon, so you can get them all even cheaper then.

New Vegas is the best of the modern Fallouts.
1 and 2 are different games, but you should give them a shot. If you play 2, make sure you install the restoration mod
Don't play tactics, it's terrible. Avoid 3, only play Fallout 4 once you've played New Vegas.

3. You'll appreciate NV more when you understand the mechanics. The game kind of just shoves you into the world and doesn't really explain how things work very well.

It isn't really a very good introduction even with the manual (I don't think the digital copy comes with one). It just starts you off and tells you to go wherever you like. Not bad but it put me off playing the game for several months. I really wasn't interested in exploring a desolate world with no real plot beyond get to Vegas.

Follow the mod guides on gog for 1 and 2, read the recent comments. 1 is a bit rough around the edges but well worth playing. I'm nearly through 2 right now and loving it.

If you don't care about the story, get New Vegas for the gameplay and mods. New Vegas also has the wasteland/desert look often used in 80's post apocalyptic films and stuff.
