Also, I don't remember this being said in the manga but I might have just forgotten, I noticed that Tonio said he doesn't have any siblings in the anime which is contradictory to PHF. Arkham is already an island not connected to mainland gotham. It takes a little doing to break out of arkham, but many of batman's villains legit have superpowers. I don't know how the joker keeps breaking out though, besides outside help like Harley.

Neither did Supes in Injustice. He just wanted to keep the criminals and lowlifes of society down, but they kept coming back and fucking everything up every time... so he killed them. But even after killing them new ones surface constantly in their place so the only solution he could come up with was to create a society with him controlling everything so he can execute them before they become a problem, much like Frank does.
And like you said, even Frank can't live with himself acting as judge/jury/executioner, which is why he is a massive deathseeker.

No shit the ritual is necessary. What's not remotely necessary is forcing every recruit to take it, because they're literally killing 40-70% of their own elite fighting forces. And the games show you can fight Darkspawn just fine without being tainted.
If they weren't absolutely retarded, they'd make the ritual voluntary and as a last resort for people who get blighted. Bam, you have a steady supply of tainted wardens, and your forces, while individually a little weaker in some respects, are now more than twice as numerous.
