Well, he became TES boss during Daggerfall dev time. He's responsible for Morrowind, Oblivion, Skyrim, F3, F4.
He can do whatever the fuck he wants, but not exactly. He doesn't own Bethesda, and Bethesda is owned by Zenimax. Basically they tell him: you have X months to make this game, and he does it the way he wants it. He's the idea guy.

I think at this point the meme is it's own thing now, with a life of it own - not always connected to the hype he does at E3 and other events.
All game developers do lie at one point in order to hype up their game, Todd is not special in that sense. I think Toddposting is big mostly because of a few things
1) They are actually funny
2) The games he does still sells really well and will probably do that forever, no matter how much we Toddpost
3) Toddposting has been around for a long time now and that just adds to the vitality of the meme

3 was good, and pretty good for a 3d reboot of an old isometric RPG. You can clearly see it's Oblivion with new assets in a Fallout universe but it was good. NV is superior as a Fallout, but as a game I prefered 3.
1 is godtier, but I really didn't like 2. It's the same as 1 but for some reason I could never play it for more than 3 hours.
4 is a decent shooter, a decent game, but an insult to the Fallout franchise.

3 was good for exploration. That's it. 4 is mediocre all around unless you wanted fallout shelter 2. 1 is good but once you play the other games it feels hard to go back because 1 was an introduction to the nuclear wasteland.

I liked 3 for exploration (that's the one thing Bethesda are REALLY good at), but also for some quests, atmosphere and locations. Blowing up Megaton was 10/10 8 years ago.
4 is only good for Piper, the cursed quarry and fucking around in settlements. We'll have to see what mods make of the game in 2 years.

If F4 had the writing of F3, more good quests and a different main story, it would have been amazing.
I don't even mind the whole muh baby thing, Bethesda never made good main quest (yes even morrowind main quest is shit), but the optionnal stuff was also dissapointing, and that's the core of their games.
It really felt like they didn't gave them enough time so Todd focused on improving his dinosaur engine, animations, sound design and making a good world. Even the decent quests like the guy getting cucked or the deathclaw egg feel unfinished.
