You're doing it wrong. It's a balance issue and you're trying to use a unit in a way that it wasn't meant to be used. Artillery comes in two varieties the arc-ing projectile kind and the straight shot kind.
The ones that arc can shoot over walls, hills, trees, walls but their aim is really bad. The straight shot kind, can't do the above but their accuracy is really high. Hellcannons fall closer to the latter category. Use them on high count unit infantry for the best effect.

Price isn't the problem, roster definately would be though it looks like the way they play is still kinda neato.
But in terms of price no for Total War this is pretty good, cause usually you pay 15 alone for one campaign, with none of the factions or units transferring to the grand campaign or multiplayer, the two biggest parts of the game, plus you're not getting a stupid fuckin faction pack for 8 bucks thats more greeks or more barbarians with even smaller unfinished rosters that they don't care about, here you're at least getting something that looks like it recieved a modicum of more effort.
Long story short if you're into Total War you're paying a lot anyway dude, just hope they're at least fun to play.

The massive skeleton/zombie horde thing works pretty well too. One neat thing is that it generates a lot of casualties which can be used to raise dead after you fight some battles. You can go in with a few stacks of zombies and skeletons, lose most of them and then instantly raise an army composed of elite units.
Is there a mod that lets you skip quest battles yet? Tiring to do them so many times each playthrough.
