The powers that be want him to orchestrate some of anti-Combine efforts, but he has limits, both "physical" in the sense that vortigaunts can stop his influence to an extent, and professional in that there are things he simply is not allowed to do from the higher powers he serves, though he allowed to take some liberties like rescuing Alyx Vance or Corporal Shephard during the Black Mesa incident.

I was looking at some of those "upgraded" Alyx skins where they give her a tit job and some stripper armor.
But it had me thinking. For someone that seems to be one of the big field agents, how come she's the only one that doesn't wear scavenged Civil Protection armor instead of a jacket literally held together with duct tape? She would've never gotten fucking impaled if that thing was on and the battery was at least at 15%.

She totally would have. Metrocop armor is an unpowered ballistics vest at BEST and most of the protection is in the front (the side you'd expect to be facing danger). It's also cheap and in common supply, hence why aside from Metrocops, Barney wears it (from his job as one) and rebels get them by the dozens.
And all of them die just as easily (other than Barney for plot reasons). The actual Combine Soldiers have much better armor that you probably can't use without the proper body augmentations, but standard CPs? They're just fodder.

I know HEV-suits probably got BTFO at Black Mesa and are rare but there's a shitton of charging outlets so some similar suits should be lying around.

Not to mention the HECU marines use a military version of it, so it's not like besides the handful of scientists at Black Mesa that used them, the armor tech wasn't mass produced.
And since the HEV got upgraded, I imagine making the mass produced versions compatible with Combine charging systems would've been trivial.
