it receives signal from gpu, processess it and sends it to screen
5 ms screen reaction time is basically that when screen is told to display something, it happens 5ms later
input lag of 15ms is when your monitor gets signal, and 15ms later it tells the screen to display it
scaling and processing takes some time. crt had no input lag

Strobed 120hz. Motion blur from low refresh and response times hasn't been an issue for awhile. Overcoming sample-and-hold has.
