I scanned this, and didn't see them address that. The female protagonist went through a ton of design ideas before they settled on Claire.
Maybe it's the Jumping Bomb Angels, a wrestling tag team which inspired Dirty Pair. Capcom likes wrestling so I wouldn't put it past them.

Chris originally had the jacket as an alternate costume. To make continuity between her and Chris, she gets a similar jacket.
Probably, just a design that says "cool biker jacket". Probably nothing deeper than that.
