Never is it said in any moment of Skyward Sword that the sword has a legend of its own. All it is is a catalyst for Fi to appear to the hero. Don't you think everyone would recognize it if it had its own legend? Also, Hylia was like 10 stories tall according to her statue.
It's like a toothpick for her. She created it, when she made Fi, since they are one in the same (as proven when Link loses it in the volcano). That's why it's called the Goddess Sword.

Master Sword will have been there a CRAZY amount of time, not Hero of Time ever emerged to use it. So it's become old, and broken.
In game you could actually go right to it and get it if you knew where it was, and skilled enough. However Nintendo knows to somewhat prevent people from breaking the game off the bat, is you will have to recover the sword by going and doing certain things in the world. Probably going to main temples to recover it's power. So a player COULD get it at the start, but it's will really suck unless you recover it.
Going to be dope. The broken sword will probably be garbage, but can't break, so you will get people doing "broken master sword runs", for extra difficulty.
