To be honest I think it looks a lot better than XII/XIII with its cheap effects, creepy rotoscope style and overly cartoonish design. The only thing I genuinely liked about XII/XIII was a couple of backgrounds, the visual style was an inconsistent mess.

its par for the course for KOF. 02 was the ugliest fighting game of the post arcade era and 98 wasn't much better when you compare it to VSav, 2I or even SNK's own Last Blade 2.
These graphics certanily aren't good but they're passable which KOF has always been since the beginning with the exception of 13.Even that one has poor art direction and cut many corners just for it to be produced on time.
