Rush him hard until the 2nd phase, then try to knock out a few decoys quickly and use the pillars scattered around for cover.
As other anons said, rush the sage as soon as the battle begins.
Use throwing knives on the clones as it is the fastest ranged attack there is. You can also try wielding a dagger and using quickstep to get in close.

They die in one hit, so if you happen to be near one, it's best to just use a running attack on it while looking for the real one. One less thing to have to worry about.
