Last gen the average development cycle lasted about 2-3 years, this has now shifted to 3-4 years. Contrast that to the NES/SNES era when a game and its sequel could be releasing in the same year.

So less companies have the money to compete with large mega corporations. And even those can find it rough. if they have a series of bombs, they can go in the red.
So they play things extremely safe so as to do well.
the market has become too expensive for innovation and risk taking. In the Atari and NES days, games were relatively cheap to make, and tons of noname developers made games for noname publishers. You could take risks.
Mega Man 2 was literally made for free, as a side project by the MM1 team at Capcom after the first game didnt do as well as Capcom had hoped.

its also become more skill intensive. You can't just open MS paint and make pizel art, because what's in vogue right now is high end 3D graphics, so you need to be a fucking Pixar tier artist to work on visuals. In addition to needing to know the ins and outs of programming far more, since Videogames are far more complex than they used to be. its not just programming the Character to jump when Button A is pressed, and die when he hits a pit. You have to program the character, his subtle facial twitches, the lighting, the environment, the shit In the environment, etc etc etc in addition to the core mechanics of the game. And again, all that costs money, making it prohibitive to really design a game that stands up to the currently expected standard.
Thankfully, the indie scene is where a lot of otherwise devs go to do smaller non AAA projects. Shovel Knight, for instance, or Strafe, or Axiom Verge. The kinds of games that big name companies have no interest in anymore. Symphony of the Night is a masterpiece, but it couldnt be made today. Because 2D Sprites are so 1997
