The HD port on steam is kind of funny, because the game was originally programmed with certain enemy behaviour being tied to the frame rate and because this version being 60 fps, you have certain situations where enemies stand up faster or stop reeling in less time.
Also it made the qtes a bit more difficult.

texture streaming, your PC can't handle it and the game has a small framedrop, after such framedrop the game slows down like I said and it won't go up until you look around until you find a place that will make you go over 60fps again so it runs at full speed again, it's the way it is programmed, you either have a machine that can run steady 60fps or you have to lock it to 30fps
