When you buy a booster pack of cards, you go in knowing you're getting cardboard in return. You always get something in return. You're in a legally binding agreement you are buying shit cards with possibly rare cards.
Same thing with crates. You go in knowing your buying virtual items. Gambling is when you put up something of value and HOPE you get more in return, because chances are that you will walk away with nothing.
