Why did so many people like this game instead of its sequel?
Even though both were highly unpolished, and have aged like milk, True Crime New York was clearly the better game.

Here is the problem with literally every game that tried to be a GTA game at the height of GTA. Well for one they were all shit, but secondly they all for some reason had a cop protagonist. This doesn't sound like an important detail until you realize that being a cop by its very nature is not a very fun job and is more limiting than freeing especially when none of these games tried to capitalize on being a cop in any creative way.

Chicago, Boston, Miami, New York, Los Angeles, DC, etc. are all great cities, and they all come with the usual shit you'd have to put up with. Most people that would travel to those cities would know to stay out of the rough parts of they have any sense, unless they have a reason to be there.

Also as a setting the city is just very generic and over done in media in general. Literally every other game, book, film, and everything else is set in New York city.

True Crime has a terrible PC port as well. The controls cannot be rebound on a per-case scenario, and it has poor controller support. The game outright does not detect newer GPUs, instead running exclusively off integrated graphics. The graphics actually manage to look worse than the original console version, too.
