Balrog's theme is great and woks well in the casino stage, but as the theme song to the character of Balrog, it's really ill-fitting. Shimomura said before that she didn't make the Street Fighter II themes with characters in-mind, and let the development team pick-and-choose which songs went to which characters - in the case of Balrog, I think it's really obvious his song wasn't made for him. It's too fun and pop for a ghetto black boxer: you hear the SF4 and SF5 remixes of Balrog's theme, and it's clear they've tried to make the song feel more menacing and aggressive to fit the character, but it's to the detriment of the song and still doesn't really capture the character or playstyle of Balrog.

Rog doesn't even have the best theme in V. Vega does. Vega always ends up with the best track. Even in Alpha 3 or the EX games where they didn't remix the same SF2 tracks for everyone.

Rashid's is a meme. The hype men are fun, but the incessant high-pitched whine that carries through most of the song really ruins what could've been a high tier choice. Still not as good as Vega's.
