Ranger for example has a time-stop skill far into the tree like in Dishonored where you can fire arrows and they hover in the air until the time unfreezes and hits the enemy at once. Thief literally has a teleport as a high-tier skill.
You can also combine skill-trees. I think in one of the magic skill-trees you can create an oil-puddle on the floor and if you have fire-arrows skilled in ranger you can cause a flaming inferno with it. They couldn't do much about melee combat in terms of dodging etc because that would require them to do massive reworks to the animation system etc. but they tried their best to just give every single class interesting skills so you don't notice the shitty Skyrim combat.
