There's a big difference between their armor types.
Sym's regen after a moment, while Torb's gives a flat damage reduction. By the time Sym's shields regen, Torb has already thrown out 3 shield packs.
75 extra HP with a damage reduction > 25 regen shields.

Can reduce the amount of damage a team mate takes, while also buffing the damage they deal. Place shields around the battle field to stop some incoming fire.
Symmetra is a worthless pick that's butthurt torb does her job infinitely better than her.
All she has going for her is Teleporters which frankly aren't as important as having a turret that can actually get shit done or a weapon that can do some decent damage

As a symmetra main that 25 Shields does not count for shit. All it does is buy a quarter of a second of extra time to hold a chokepoint and if Sym doesn't get her teleporter up quickly then she is of no use to the team.
