Four categories:
Lots of people are in the middle of nowhere with no pokestops and no gyms. No pokestops means no pokeballs, so no catching pokemon, so no leveling up, so no better pokemon appearing, and so on. They literally can't play. GPS spoofing is the only way they can do anything but wander around looking at pidgeys.
Then there's lots of lucky folk who had a pokestop (or multiple) within range of their home or work, so they can just sit there and amass pokeballs, eggs, and even XP without having to do anything. Some people feel that this group has an unfair advantage so they justify GPS spoofing as sort of leveling the playing field.
Then you have your slightly obsessed grinders, who're already at or near the level cap with CP 1500+ pokemon guarding the maximum number of gyms, and other players look at those and think, "well, I have no chance of beating them normally, but maybe this will give me the edge I need..."
And then you have people who are just lazy.
I have no particular explanation why any of these people don't just play the 3DS games beyond the usual reasons of new game hype and the fact that a 3DS isn't free to play.
