Only if you you play it at a high level and the enemies are level scaled. I did it at level 12 with maxed gun skill and the police pistol was adequate for every encounter.
The weird thing about the DLC is that there's never that many ghosts to fight. I was expecting some WWZ tier mobs if I started shit and there's only ever 3 ghosts at a time.

There's no concrete link but it was a cowardly mousy backstabber stealth character. There we're a lot of restrictions in place, like max lvl 20 (not a single skill was maxed out), custom varmint rifle as a main weapon, no fast travelling and mods that made the enemies tougher while weakening the character. Probably some more things I'm forgetting.
There was another guy in /fog/ that even made a mod to support the playstyle, it's called Vicious Wastes and it does what the name says. Great if you want to do a brutal survivalist run, which is what this run basically was.
