You're thinking of Shadow Teddie, who's weak to Fire and does Ice attacks, Black Frost starts with Agiloa and drains Ice
You need Teddie for energy shower because exhaustion can fuck you over big time. don't bring yosuke and teddie because they have the same weakness. a persona with no elemental weakness is best for the mc. when he starts casting one of your party members will be stuck blocking while the others deal damage/buffs/debuff. don't forget that he casts what he's weak against

I struggled big time with this dude, hit lucky on the RNG the third time I attempted and beat him
Realized afterwards I was more than ten levels under what's recommended because I got lazy and skipped encounters. Got back up to scratch and every other boss was easy peasy after that.
The only boss you should ever have some difficulty with is Shadow Yukiko and that's if you were too stupid to fuse a Senri
