The prize coins only tell you how close you are to your next prize, speak to the arena owner from behind the counter.

To clarify: it's more likely the opposite, that there are inconsistencies because they could only afford to have so many hours of time spent on their proposed changes and had to make a priority list. So you get silly shit like the slightly more detailed version of Aversa being smoked. Meanwhile, gravure was clearly high priority and ate up all the budget due to how extensive it was.

They would have been surprised because the budget would be something they knew up front and it would have been a lot, not because someone sent them a bunch of new bills over a period of months. When you begin a project you first determine what it requires and how much money/other resources you'll need to get it done. If more is required, that has to be justified because companies don't just give their divisions infinite cash.

Budgets tend to be a function of how important something is. TMS is pretty clearly very niche and didn't get anything like the resources expended on Xenoblade. Even so, they still spent a decent chunk of money on rerecording, reanimating and redesigning assets.
