On un-rooted Android phones, you have to allow spoofing your location in the developer options, and using a location spoofing app will cause your location data to be flagged as fake. Pokemon Go is smart enough to check for that flag and while it will load in the map at your faked location, you can't interact with any of the pokestops or pokemon in the area.
I don't know about iOS but I imagine it's probably the same situation over there. If you root/jailbreak your phone, then you can get around this, but the video in OP doesn't require you to do anything to your phone.
