I believe so, yeah. It has the breadth and complexity of a Black Isle rpg story with arguably the best graphics since Crysis. Some of the generic NPCs don't do much and repeat the same lines over and over again, but pretty much every NPC associated with a side or main quest has decently written and acted voice lines and a well described position in the world. It's up there in terms of world building with Deus Ex and Fallout 1 for me personally.

The atmosphere comes from the landscape, the skybox, all the things the NPCs do own their own and all the neat details in the game.

Honestly, I'd never really been impressed by graphics before I went down by the lakeside at Kaer Morhen. I looked up at the mountain and actually thought that it was beautiful. It would be if it wasn't all just a painting you can't touch or interact with in any but the most shallow of ways. Its good to look at for sure but any sense that its alive is destroyed whenever you start to free roam and find areas out of the order you are meant to find them as crafted by the master game designers at CDPR, or see the same wyvern circling in the same place moments after killing it, or see another pack of wolves with boss warg, or come across another area that you would think is important enough to warrant some content but just doesn't have shit to do, like the nilfgaardian fortress in whitte ortchard or Oxenfurt. I could go on.
Point is, The Witcher is a TV series, not a game. Its a good show, don't get me wrong and i've sunk hours into it, but its world is as alive as the location shots of a film or tv show. It's there to give you context and a brief feeling before you are meant to move on to the next shot, which works fine in shows but not in games, because you can look at something long enough to notice how shallow it is in a game.

Nah, the most alive world is in Space Rangers 2, it can literally reach final victory without you ever taking part. The game just constantly plays itself as hundreds of characters of all professions and races, wages war as three evil robot races, fights back as soldiers, sponsors the war operations as bankers, discovers new technologies as scientists and redistributes wealth as merchants and pirates. Only thing unique to player character is ability to go through special quests.
