Early 2000s was such a genuinely great time for games, it got pretty weird for a while, lots of experimental stuff and the tech got better so rapidly. Every one of these systems was good.

The Dreamcast and Xbox were pioneers of revolutionary controller design, online gameplay, and console architecture. While their libraries were lacking, the few great games they had between them were masterpieces. They're the underdogs and unsung heroes of the generation. They changed everything. To this day they are still highly modifiable and can still provide hours of entertainment with the right know how. Lack of DRM on the Dreamcast makes it a must-have console for gaming enthusiasts.
The PS2, while having more shovelware than any other console in existence, also had countless decent games. You could spend half a life time playing it's library, especially if you count the backwards compatible games. Hardware wise it was underwhelming though.
The cube, while still great, honestly comes in last here. Not as many games, no backwards compatibility, no online support are just a few of the issues it faces. Despite that it still has a fan-fucking-tastic library and is worth owning.
Everyone was a winner. Except Sega.

I only had a PS2 for the majority of the generation, picked up a GameCube near the end. This is entirely nostalgia talking, but I consider the PS2 to be the greatest console of all time. The fact that it was a DVD player was awesome, it had a fantastic library of games, and was relatively inexpensive.

Xbox was okay, nothing really special except Metal Wolf Chaos, which didn't even get localized.
Dreamcast was also okay. Can't say I remember anything good from it.
Gamecube was a top contender with Smash Brothers, Pikmin, Mario Sunshine, Metroid Prime, etc.
PS2, however, beat them all with games like Armored Core, which rival and, dare I say, surpass every single thing that Nintendo has ever made.

I say this as someone who grew up a Sega kid, got the PS2 after the DC died because it was cheaper, and then grabbed the other two when the PS3/360/Wii were out. XBox had the best third-party exclusives and multiplats 90% of the time. GameCube was back when Nintendo still released good games most of the time and had the strongest first/second-party lineup. PS2 was the most affordable, had the best controller, and still had a decent amount of exclusives, but also a ton of shovelware and always had the worst multiplat versions. Dreamcast, as much as I loved it, was objectively inferior to the PS2 by virtue of being released in that awkward middle area before the other consoles of its gen were released.

Most Dreamcast systems will play burned games and are about $50. Just buy a Dreamcast, a spool of CD's, and start downloading the ISO's. Almost all of them are easy to burn & play.
I feel like you have to put the PS2 first. Yeah it's the pleb normie option for people with no taste but its library just completely ruled that gen, even taking all the shovelware into account. Not to mention the PS1 backwards compatibility and ability to play DVDs. It was just great at everything for everyone, dominating in a way that no console has since and you know it.
I'd put the GC 2nd because it was the obvious patrician choice with its 1st party exclusives.

The Xbox had the best specs and some decent exclusives but to be honest I feel sorry for anyone who owned it exclusively. All they can do is lash out at the PS2 owners in their guilt at missing out on so much that generation had to offer. It wasn't cool and it wasn't practical.

I don't know about the numbers but the ps2 had the least amount of graphical quality and also had the worst slowdown. 8/10 Solid all around console, the right amount of 3rd party support with the right titles. One of the most underrated consoles of all time, and it's a shame its mostly used as a Melee machine for most people now. It's library is fuckin top tier despite the claims of the drones of opposing fanbases.

5/10 Most of its points come from being the most powerful console of the generation, and the Controller S which is still one of the most solid, sturdy, and longest lasting ever made. Except for a few exclusives though its a waste of time. It gets points off for starting the whole paid online cancer, plus if the fucker broke you had to go through microsoft's absolutely godawful support at the time. They're still one of the most anti consumer companies but they've gotten better.

7/10 Weak as hell console, generally poor build quality, but a great list of games and one of the easiest consoles to pirate for OF ALL TIME. You can quite literally (with early models) write a game to a CD and it'll play, just like that. Quite literally quality over quantity: The console, though. Comfy controllers, despite them being flimsy sometimes. though the VMU's are annoying as fuck.

7/10 Solid as fuck JRPG machine, not as good as PS1 IMO. Also best playstation controller. The dvd player functionality for the time was great, but the hardware was complete garbage in both quality of materials and power.

It had PDO, JSRF, PSO, Otogi, etc. Good Sega gems right there. I remember hearing Sega was really pushing for Dreamcast BC on Xbox but MS didn't bite.
